Hallo Starburst,
ja, das ist bekannt, daß die CNI einen Pull-Up-Widerstand am Eingang haben.
Schau mal, ob dir die Beschreibung von CNI hilft:

The instruction of LED indicator:
a. The red indicator is for power supply (it is light when input 5V power supply)
b. The green indicator: It is light after 5 seconds when connect the power supply. It has nothing to do with the green indicator for the hereafter operation.
The instruction of dialing code switch
a. When the switch 1 is ON, the switch 2 is OFF, the power supply J3 connector (modulator). The laser can work in cw mode if you do not add 5V outside; the laser will work in pulse mode if you add TTL modulation signal ( the red wire is positive, the black wire is for negative)
b. When the switch 1 is OFF, the switch 2 is ON, the laser can be work only when the J3 connector of the power supply(the red wire is positive, the black wire is for negative) is added 0-5V signal, then it is in analogue modulation.

Habe die ganz neu und bei meinem noch nicht getestet. Falls es nicht hilft: Pullup-Widerstand suchen und entfernen und ggf. einen Pulldown-Widerstand einbauen.
