Project Proposal for Hospital

Hi all, I've been exclusively invited to prepare a proposal to projection map a Los Angeles area hospital hallway and conference room to create a magical environment. They want brilliant moving waves and sparkles on the floor and walls. The hallway is well lit and I do not believe video projection is going to create the dazzling effects that they want (except at great expense). An audience scanning certified laser would probably work great fir this.

I need advisory assistance in preparing the proposal. Anyone want to assist me (on spec)? You'll get first dibs on creating and programming the various visitor experiences.
